Liberia Reaches a New Milestone in Africa’s Instant Payments Journey

Monrovia, 16 December – Liberia has reached an important milestone in the development of inclusive instant payments with the launch of the Inclusive Instant Payment System (IIPS). The launch event was held in the presence of H.E. Joseph N. Boakai, Sr., President of the Republic of Liberia, and Hon. Augustine Kpehe Ngafuan, Minister of Finance and Development Planning. IIPS is a national platform designed to strengthen interoperability across the country’s digital payments ecosystem, enabling faster, more secure, and more accessible transactions for all.

The Central Bank of Liberia (CBL) is leading the initiative to modernize the national payments infrastructure, with AfricaNenda providing technical and strategic support to advance mobile money interoperability. The collaboration focuses on integrating the country’s two mobile network operators on a single payment system and supporting key Government-to-Person (G2P) and Person-to-Person (P2P) use cases to enable efficient, affordable, and secure digital payments.

The IIPS enables instant transactions across mobile money wallets, banks, and other financial service providers, addressing long-standing interoperability challenges and supporting Liberia’s transition toward a more connected and cash-lite economy.

The initiative has been implemented through close collaboration with delivery and ecosystem partners, including ThitsaWorks and the Mojaloop Foundation, whose contributions supported the successful deployment of the national payment platform.

Reflecting on the collaboration, Hon. Henri F. Saamoi, Governor of the Central Bank of Liberia, said in a video message shared during the SIIPS 2025 launch early November:

“Our collaboration with AfricaNenda has been seamless. The team has been highly accessible, with well-defined processes on both sides, and the support from the implementers has been extremely valuable. This strong collaboration has helped us move quickly in advancing IIPS in Liberia.”

Commenting on the milestone, Dr. Robert Ochola, CEO of AfricaNenda Foundation, said:

With mobile money continuing to drive financial access across Liberia, the IIPS provides a strong foundation for faster government payments, improved transparency, and broader participation in the digital economy.
